Verkhovna Rada decereased Green Tariff for the solar electric power
The Ukrainan parliament adopted the law on providing competitive conditions of electric power production from alternative energy sources.
In the world practice the coefficient defined for the electric power, produced of renewable sources, such as wind, sun, biofuel, etc. is called as "A green tariff". For the purpose of development of alternative power engineering stimulation it is somewhat higher, than the tariff for the electric power produced in the traditional ways.
Today the most part of the Ukrainian solar electric power is made by 30 power stations, which belong to Activ Solar company. Their total capacities make 570 megawatts that are equal to 87% of the Ukrainian solar power.
In 2014, having faced the budget deficit, the Ukrainian authorities considered impossible to leave the Green Tariff at the former level and lowered it by the relevant resolution of the National Energy and Utilities Regulation Commission, issued on the basis of the resolution of the Cabinet "About acceptance of temporary emergency measures in the market of electric energy".
This decision was extremely negatively apprehended by the investors, including foreign ones, and number of legal claims were as a result of the above.
The situation was resolved by adoption of the bill No. 2010-d which provides tariffs reduction only for those stations, whose power exceeds 10 megawatts. Also, according to this document, the list of sources of alternative energy included geothermal power stations. In spite of the fact that those in Ukraine still aren't present, good conditions for their construction exist in the Carpathian geothermal region including Zakarpatye, Ivano-Frankovsk and Lvov areas. In total today on the territory of the country 175 sources of geothermal waters from electric power communities with the potential of 140 megawatts are reconnoitered.
The Market experts estimate the adopted bill positively, after all except the changes of tariffs, it provides cancellation of the requirement to use domestic accessories which volume had to make not less than 50%. It gives the chance to apply the western analogs which are cheaper.
The only drawback by implementing the adopted bill might be purchasing the part of Activ Solar power stations by the Chinese company CNBM International, which already claimed breaking its investment right and being ready to appeal to court.
