Recently energy industry experts are increasingly talking about the need to diversify supplies of energy resources to the country, while mentioning the impressive inner potential of domestic alternative energy.

Unfortunately, despite the acute need for state support, market operators declare about absence of real reforms and correspondence of the profile legislation to current realities. In particular, the draft law 2010-d on the introduction of changes to the green tariff for solar power stations, providing for a clear mechanism for the relationship between electricity producers and government agencies, was adopted after a lengthy discussion, and the "green tariff" was returned to its previous level relatively recently.

With all this, Ukraine has enough natural and human resources to develop alternative energy. In particular, developed agriculture is a source for the supply of raw materials used in the production of a number of alternative fuels, such as biodiesel, biogas, etc.

According to preliminary estimates of experts, using organic waste only, Ukraine can produce about three billion cubic meters of biogas annually. Also in state ownership there are more than four million hectares of land, which may be suitable for growing silage used as raw materials. At the same time, modern technologies allow processing silos grown on one million hectares into 3.3 million cubic meters of gas annually.

Unfortunately, until recently neither the private sector nor government structures paid attention to bioenergy and as a result its share in the Ukrainian energy market is 1.2 percent.

It should be noted that the National Energy Action Plan for 2020 envisages an increase in the share of alternative energy to 11 percent, which is impossible without competent and timely government actions, due not only to legislative reforms, but also to ensure the flow of investment into the energy industry.
