In order to improve the quality of produced biofuel as well as to determine the degree of risk in the production of biogas and final biomass product, the Cabinet of Ministers of Ukraine issued the relevant resolution in October 2011.
It was established three degrees of risk determined by the type of biofuel and by the volume of sales of each biofuel type:
1) high degree of risk applies to biogas;
2) the companies which produce alcohols with sales over 100,000 liters per gram (l/g), and by-products (volume of sales comprises 1000 l/ g or more) are defined as the producers with an average risk;
3) the companies engaged in the production of alcohol in a volume of up to 100,000 l/g and the production of oils and other products (not more than 1000 l / g) are regarded as low risk businesses.
In addition, the Resolution states the frequency of inspections of companies providing the production of biofuel. The companies referred to as high-risk businesses will be inspected maximum once a year. The producers carrying out the estimated average risky activity will be audited not more than 1 time in 2 years. Low-risk businesses will face the inspectors not more than 1 time in 3 years.
The experts say that this innovation will improve the production of biofuel products. The enterprises will be forced to rely on producing a high-quality product capable of competing in the market of biofuel.
