The citizens of Sovetskiy township complain about excess level of permissible noise
Municipal prosecutions office takes measures connected with stopping activity of the production department of LLC "Vyborgskaya timber processing corporation" (VTPC) because the level of permissible noise is accessed.
According to the data of the Regional prosecutions office, within the inspection of LLC "VTPC"’s activity it was revealed that LLC "VTPC" doesn’t have the permit for putting the pellet production facility into operation, moreover a start-up work is carried on illegally. In addition, the object of a sanitary protection zone is not adjusted (in accordance with legislation) if to take into account that these is a dwelling house with people on the territory of LLC "VTPC".
According to the results of visits by the representatives of the prosecutions office and other controlling institutions to the plant’s territory the prosecutor initiated five administrative cases including violation of fire safety and sanitary-epidemiological well-being of citizens. The materials were referred for consideration to the administrative department of supervisory activities of the Russian MES head office in Leningradskiy region.
The materials of these administrative cases were brought to the World court and the court of Vyborg. At present a warning is announced and fines in the amount of 300 thousand rubles are imposed on LLC "VTPC".
Municipal prosecutions office in Vyborg considers such decision is unfairly merciful, therefore it interposed an appeal in Leningradskiy regional court thinking that company’s production must be stopped until the violations of federal legislation are eliminated.
Moreover, the administrative case for violation of environmental protection norms was initiated. For the time being the case is under consideration.
During the inspection process the levels of noise and outer air on the territory of LLC "VTPC" were measured. It was established that air tests satisfy the requirements of the actual legislation, yet the level of noise exceeds the permissible norms. The main noisemaker is the wood pellet production.
In this regard the Municipal prosecutions office in Vyborg prepared the statement of claim about stopping the pellet production process until the violations of federal legislation connected with sanitary-epidemiological well-being of citizens are eliminated (liquidation of the excess noisemaker). The inspection measures connected with company’s activity are in the process.
