Since 2015 self-governing authorities will take again the control over the municipal waste industry

Verkhovna Rada of Ukraine registered the projected law in giving back to the self-governing authorities the regulation functions of the wastes landfilling and recycling.

 As the land improvement and utilities services administration of the Ministry of Regional Development reported the above mentioned projected law 'About amending the certain Ukrainian legislative acts in municipal wastes treatment industry' will bring the process of billing services of the municipal solid wastes treatment from the shadow, hand over the controlling functions to the local self-governing authorities and prevent future monopolization of the waste recycling market.

In case this law is adopted the rules of human settlement sanitation and cleaning service will receive some amendments such as obligatory signing the agreement in wastes landfilling and recycling. Comparative to the current rules allow just the competitive bidding the state-financed institutions and organizations will receive an opportunity to the talk-back purchasing process. Also such innovations as signing the direct contracts with the consumers and releasing the municipal wastes treatment service costs from the residential rental payment.

During the public hearings this projected law was supported by the following organizations: Ukrainian Cities Association, All-Ukrainian Village and Settlement Councils Association, All-Ukrainian Regional and District Councils Association and the central authority of the Ukrainian executive government.
